NNPC Denies Subsidy Return, More Fuel Stations Shut.

The Federal Government, on Monday, denied reintroducing the subsidy on Premium Motor Spirit, popularly called petrol, amid the closure of many filling stations nationwide due to various challenges in the downstream oil sector.

It also said the pockets of queues observed by motorists in petrol stations across the country stemmed from hiccups in product distribution from the South to the North, not a lack of supply.

This came as the Nigerian National Petroleum Company Limited also declared on Monday that it would have gone bankrupt in June this year had it been the President, Bola Tinubu, did not halt subsidy on PMS in May.

NNPCL also announced that Nigeria would become a net exporter of refined petroleum products by next year, going by efforts to revamp its refineries.

Nigeria, through the  NNPCL, currently imports PMS and other refined petroleum products consumed across the country, which has been ongoing for decades.

The Group Chief Executive Officer, NNPCL, Mele Kyari, told State House Correspondents after an audience with the President at the Aso Rock Villa that fuel subsidy had not been returned.

“No subsidy whatsoever. We are recovering our full cost from the products that we import. We sell to the market, and we understand why the marketers are unable to import. We hope that they do it very quickly and these are some of the interventions the government is doing. There is no subsidy,” he stated.

Kyari’s assertion came barely 48 hours after the Petroleum and Natural Gas Senior Staff Association of Nigeria confirmed the return of fuel subsidy.

Also, oil marketers had repeatedly stated that fuel subsidy had returned, as they explained that the landing cost of petrol as of last week was N720/litre. The commodity is currently sold at between N580/litre and N617/litre, depending on the area of purchase.

PENGASSAN’s National President, Festus Osifo, had said the government still subsidised petrol due to the cost of crude oil in the international market and the exchange rate.

“They [government] are paying subsidy today. In reality, today, there is a subsidy because, as of when the earlier price was determined, the price of crude in the international market was around $80 for a barrel.

“But today, it has moved to about $93/94 per barrel for Brent crude. So, because it has moved, the price [of petroleum] also needed to move. The only reason the price will not move is when you can manage your exchange rate effectively and you can pump in supply and bring down the exchange rate.

“So, if the exchange rate comes down today, we will not be paying a subsidy. But with the exchange rate value and the price of crude oil in the international market, we have introduced subsidy,” Osifo explained.

In his inaugural address after taking the oath of office on May 29, 2023, Tinubu announced that the Federal Government was closing the curtains over the subsidy era.

“Subsidy can no longer justify its ever-increasing costs in the wake of drying resources.

“We shall instead re-channel the funds into better investment in public infrastructure, education, health care, and jobs that will materially improve the lives of millions. Petrol subsidy is gone!” Tinubu had declared.

The President’s announcement sparked the increase in fuel price from N197 to between N480 and N570. The pump price was subsequently reviewed upward to N617/litre.

Addressing journalists about the gradual return of fuel queues, on Monday, the NNPCL boss said, “We have seen in a very few states pockets of very low queues not unconnected with the road situation.

“We’re seeing the number of blockades on our road crossing products from the Southern depots into the Northern part of the country and it takes them much longer than they do now.

“They have to reroute the trucks around many locations for them to be able to reach, creating delays and some supply gaps. But that has been filled and we do not see such problems again.”

While arguing that supply remained robust, Kyari explained that the full deregulation of the downstream sector had created market competition.

He said this phenomenon had led to minuscule price variations across gas stations, with consumers naturally patronising marketers with a lesser pump price.

“You must have noticed some fuel stations will reduce prices by two Naira and three Naira, so customers will naturally run to the places where you have that price reduction.

“That creates panic because those who don’t know why they are doing it will think something wrong is happening.

“Supply is robust. We have over 1.4 billion litres of product, both marine and land. Also, there are no issues around delivering those products onto the land. So, there is no fear, nothing to bother about,” Kyari argued.

The NNPC chief revealed that the firm was liaising with other oil marketers to address the forex challenges.

He clarified, “We’re engaging them to resolve alongside other agencies of government and critical issues around access to foreign exchange.

“Government is doing so much to ensure supply of FX into the market. We know this FX market will stabilise the current I&E window at around 770.

“And we know that those inputs are already happening. The inputs of the government today will crystallise and also, they will come to an equilibrium position in the FX market and this is a dream of this country.”

Kyari, speaking at a different function in Abuja on Monday, noted that the NNPCL would have gone bankrupt in June this year if Tinubu had not removed the subsidy on petrol.

He also revealed that about 25 licences that were meant for the construction of refineries in Nigeria had remained idle due to subsidies on refined petroleum products, particularly PMS.

He further stated that Nigeria would become a net exporter of refined petroleum products by 2024 based on concerted, ongoing efforts to get the country’s refineries running.

This came as oil marketers raised concern about the continuous closure of filling stations nationwide due to the crisis around foreign exchange and their inability to import petrol into Nigeria.

Speaking at the Energy and Labour Summit organised by the Petroleum and Natural Gas Senior Staff Association of Nigeria in Abuja, Kyari stated that NNPCL was spending over N400bn on PMS subsidy monthly.

He said the immediate halt of the scheme by Tinubu on the assumption of office on May 29, 2023, was a life-saver for the oil firm.

The Federal Government has said that the ongoing restructuring of the N-Power programme will bring about the employment of five million young Nigerians in five years.

This was made known in a press statement by the N-Power National Programme Manager, Dr. Akindele Egbuwalo.

He appealed to Nigerians to understand the rationale behind the temporal suspension of the N-Power programme and the subsequent restructuring it is undergoing, saying the federal government was working to restore confidence in the programme.

According to Dr Egbuwalo, “This restructuring and transformation will also birth an expanded programme to reach beneficiaries aged 18-40 (the previous age limit was 35).

‘We are targeting 5 million beneficiaries in 5 years at a pace of 1 million per year under the graduate and non-graduate stream”

Giving a further glimpse into what a restructured N-Power would look like, the National Programme Manager disclosed that it will accommodate some new programmes, in Education, Health, Works, Agriculture, Technology, fashion, entertainment and other relevant areas of skill acquisition and employability.

“To earn the confidence of Nigerians in the expanded programme, transparency and accountability will be the benchmark.

It shall no longer be business as usual as we make concerted efforts to put the nation on the right footing, ensuring that no one directly or indirectly unleashes suffering on Nigerians”, he said.

Dr Egbuwalo explained that suspension of the Programme became imperative following the discovery of sharp practices and to also give room for a detailed investigation into its operations in the last twelve months.

His words: “There is a need to audit the number of people in the programme, those who have exited the programme, those who are being owed, whether they reported to work or not and how funds have been utilised over this period.

“Recently, we discovered instances of programme beneficiaries whose participation has lapsed since 2022 but have remained on and continue to expect payments from the government.

In addition, some beneficiaries must honour their obligation to the programme. They do not report to their places of primary assignments as required but still receive monthly payments.

“These instances have made the need for a thorough audit imperative, as we also look into claims of those being owed for up to eight to nine months stipends to ascertain the veracity of their claims”

He assured all beneficiaries with genuine claims that the federal government will not owe anybody as it will resolve all cases and honour all valid outstanding obligations once the verification exercise is completed.

Renewed Hope: Humanitarian Ministers Betta Edu Presents 40 Houses, in Resettlement City To IDPs In Gusau, Zamfara state

The Federal Government under President Tinubu, has expressed its commitment to address pressing humanitarian challenges in the country including providing decent homes for the Internally Displaced Persons (IDPs). 

This was contained in a press statement signed by the Special Adviser on Media and Publicity to Honourable Minister, MHAPA, Rasheed Olanrewaju Zubair, (ANIPR) on Saturday.

Dr Betta Edu handed over fourty fully completed houses at the resettlement city built by the Refugees Commission to the IDPs in the Gidan Dawa area of Gusau, Zamfara State.

Recall that several persons were displaced in Zamfara, including a visibly old mother of four who was thrown out of their abode as a result of banditry attacks in their communities and lived with her grandchildren and community in the forest for months.

Their stories have however changed with the new homes given to them by President Tinubu renewed hope intervention from the Refugee Commission.

The minister said President Bola Ahmad Tinubu is determined to provide more shelter to IDPs across the country, stressing that a new dawn has been birthed and their story will change moving forward. 

Edu who made the presentation to the Zamfara State Governor, Dauda Lawal, in the Presence of the High Federal Commissioner Hon Tijani Ahmed called on the International communities, private establishments, and public-spirited individuals to support the humanitarian response in the state.

“This Resettlement City Project is not just a physical endeavor; it is a beacon of hope for the beneficiaries and the state.

“We are going to provide more lighting to this environment to further illuminate this new city,as part of security measures, this is with immediate effect.

Responding to the Governor’s request to build more homes and cities for the Internally Displaced Persons in other parts of the Senatorial district, the Minister said;

” Mr Governor, all you need to do is to provide us with lands and other requirements at the state level that will enable us to build as requested,” she said

In his remarks, the Governor of Zamfara State, Dr. Dauda Aliyu Commended the federal government for its interest in the security situation in the state.

“Zamfara is in deer need of support. The provision of an IDP resettlement 

facility in the State Capital, Gusau, is indeed a welcome development. We appreciate the 

collaborative efforts of the Federal Government in alleviating the suffering of our people. In this regard, the Government and the good people of Zamfara State remain grateful for this kind gesture.

“We request for more support, particularly, we request that the Honorable Minister use her good offices to construct two 

more of these projects, one each in the remaining two zones, Zamfara North and West 

Senatorial Districts. This is to fulfill the initial plan of these vital intervention projects” the Governor said.

Also Speaking at the event, the Honourable Commissioner, the National Commission for Refugees migrants and Internally Displaced Persons (IDPs), Alhaji Tijjani  Aliyu Ahmed  said the handing over of the houses was part of the 

Renewed Hope Agenda of President Ahmed Bola Tinubu which underscores the paramount importance of the welfare of internally displaced persons of his government.

He said with the Minister’s approval, more programs, projects, and opportunities will come to the state under his Commission. 

92-Year-Old Farmer’s Plea to Doma Military GOC: A Cry for Justice Amidst Land Dispute Threatening Livelihood.

A nonagenarian, Ogande Akya Doma cried out to the GOC of Doma Military Barracks Penultimate week, over what he described as an attempt by a military officer, Musa Gidado to take over his farmland situated opposite the Military Barracks in Doma.

Since the fateful encounter, he said life appeared to be gradually ebbing out of him being his only means of livelihood.

The 92-year-old farmer and now distraught father of 37 children with over 70 grand and great-grandchildren was visibly worried and traumatized as he lamented his ordeal at the time of filing this report. 

The nonagenarian stated that he got the shock of his life on the fateful day of 28th September, 2023 at home in about afternoon time when two of his sons, Atakwe and Ishaleku rushed home to inform him about an encounter with the officer who ordered them to vacate the land.

The Officer gave this order at the Barracks having summoned them through his emissary. 

What baffled him, he stated was that he never met the said Officer nor had he any issue with the military to warrant such a directive.

As the situation stands, he lives under fear of the unknown since the Officer never deemed it necessary to come to him but was quick and non-committal to issue a threat to deal with whoever enters the farmland henceforth.

Providing a historical brief, he stated that his land is customary land inherited from his father who deforested the land and had farmed on it and thereafter, he took over after his father’s death, a period that spanned over 150 years.

Moreover, in line with the requirement of modernity, he said that he approached the then Village head of Doma, Ada Akabe Oshigada, and later the Local Government Authority who validated his right of ownership of the farmland which Gidado threatened to deal with him and his children if they dare set foot on. 

If Gidado or any person or persons using him intend to contest this fact I expect, with their level of training and education they should know the right channels to lodge their complaint rather than resorting to brute force that has no place in today’s justice system. 

He further narrated that he lived, for the most part of his life tilling the soil of that farmland under severe scorching of the sun and heavy rainfall both day and night trying to make ends meet before the Officer was borne. 

And through this effort, he and the children have been saved from the anguish of begging for alms on the streets. Perhaps, that he is not a pauper begging for food is the only ass the officer and his traducers have to grind with him.

He asked; is that what is making the Officer and his likes angry? Please they should come out clean and provide the answer. He contended that the piece of the farmland is the only legacy he has to bequeath to the next generation.

In Doma and especially to men of his generation, he stated that farming is not a vocation but a culture, it is life in itself and when you take away land from us, indeed you have taken away the entire humanity.

It is for this reason that I call on the GOC of Doma Military Barracks to SAVE MY SOUL from a land-grabbing officer like Gidado who is poised to damage the hard-earned reputation of the military in Doma. 

We are in a democratic era, if he has any genuine claim to the piece of land he gave my children order to vacate, there are more than enough channels of redress available to a man of enormous powers like him to take than resorting to this seemingly archaic and uncivilized path that has no place in the ongoing nexus of military vs civilian relations.

Accordingly, the nonagenarian who contended that he has seen it all in life, posited that Nigeria has gone through a lot of security challenges and he commends the proactive approach of the GOC and his officers to address some of these challenges. 

As a father, he said that he prays that Almighty God blesses officers who have keyed into this noble vision of the military and are doing Nigeria proud.  

N100bn CNG Buses: Senate Rejects CBN Loans, Warns Tinubu Against Illegal Spending.

The Senate, on Tuesday, warned President Bola Tinubu against illegal spending and advised him to seek a supplementary budget for its Compressed Natural Gas initiative.

The Senate through its Committee on Gas, led by Senator Jarigbe Jarigbe, urged the executive arm of government to expeditiously present a 2023 Supplementary Budget to the National Assembly to kick start the Compressed Natural Gas project.

This request came barely 48 hours after President Bola Tinubu announced measures to cushion the pains of fuel subsidy removal on Nigerians.

The lawmakers insisted that the law was against extra-budgetary spending.

He said, “The noble initiative would ameliorate the hardship of the citizens. Also, the President needs to come up with a supplementary budget to enable the government to fund the gas value chain, including the provision for CNG infrastructure and CNG vehicles.”

He also stated that the workshops and training for CNG adoption would need to be funded.

“The President should not embark on extra-budgetary expenditure because it would be inconsistent with the provisions of the law.”

Jarigbe stated that the National Assembly, under the leadership of the Senate President, Senator Godswill Akpabio, was poised to support the lofty programmes of Tinubu.

He said a 2023 supplementary budget would be most appropriate, instead of the ‘Ways and Means’ approach of the previous administration, which had remained a major issue of contention in the Central Bank of Nigeria.

In his Independence speech, the President explained that he would ensure that the hardship of Nigerians was alleviated.

Tinubu had said, “A Nigeria where hunger, poverty and hardship are pushed into the shadows of an ever fading past.

“We have opened a new chapter in public transportation through the deployment of cheaper, safer CNG buses across the nation. These buses will operate at a fraction of current fuel prices, positively affecting transport fares.

“New CNG conversion kits will start coming in very soon as all hands are on deck to fast track the usually lengthy procurement process.”

He said his administration was also setting up training facilities and workshops across the nation to train and provide new opportunities for transport operators and entrepreneurs.

Chicago Varsity Releases Tinubu’s Records to Atiku.

Chicago State University, United States of America has released to former Vice President Atiku Abubakar the academic records of President Bola Tinubu.

The CSU released the documents to Atiku on Monday in compliance with the order of a United States District Court in Northern District of Illinois.

In ordering the CSU to release Tinubu’s academic record, a US district judge dismissed the President’s objection.

The judge ruled: “For the foregoing reasons, the court overrules President Tinubu’s objections to Magistrate Judge Gilbert’s recommended ruling, and therefore, adopts the ruling in full.

Mr Atiku’s Application is, therefore, granted. In light of the pending Supreme Court of Nigeria deadline, represented to the court as October 5, 2023, and based on CSU’s representations that it is ready to comply with the discovery requests and produce a witness, the court sets an expedited schedule for completion of discovery.

Respondent CSU is directed to produce all relevant and non-privileged documents in response to Requests for Production Nos. The Rule 30(b)(6) deposition of CSU’s corporate designee must be completed by 5:00 p.m. CDT on Tuesday, October 3, 2023. Given the October 5, 2023, filing deadline before the Supreme Court of Nigeria, the court will not extend or modify these deadlines.”

In the CSU documents, which went viral late Monday night, the institution responded to Atiku’s four requests.

Responding to Atiku’s request for “A true and correct copy of any diploma issued by CSU in 1979 to Mr Tinubu,” the US varsity said: “CSU does not, in the ordinary course, keep copies of student diplomas, and after the diligent search cannot locate a copy of the original diploma it prepared for Mr Tinubu in 1979, hence, has no documents responsive to this request.”

Atiku intends to use the CSU academic record in pursuit of his appeal at the Supreme Court where he is challenging Tinubu’s victory in the February 25 presidential election.

But Tinubu’s legal team has argued that the documents would be of no use at the Supreme Court.

NDIC Begins Disbursing N16.18 Billion in Liquidation Dividends to Depositors and Stakeholders of 20 Banks in Liquidation.

Due to successful debt recovery and asset realization from banks in liquidation, the Nigeria Deposit Insurance Corporation (NDIC) has declared N16.18 billion in liquidation dividends for depositors, creditors, and shareholders of 20 banks currently in liquidation.

The announcement was made in a press release on Monday by Bashir A. Nuhu, the director of communications and public relations.

In line with this, the Corporation has initiated the verification and payment process for stakeholders, set to be completed within 30 days, starting from September 28, 2023. Notably, this ongoing payment follows previous disbursements totaling N45.45 billion as liquidation dividends for the 20 banks up to July 2023.

Relevant stakeholders are encouraged to visit nearby NDIC offices or access the claims page on the Corporation’s official website, www.ndic.gov.ng, to download, complete, and submit the verification form along with the required supporting documents to the dedicated email: claimscomplaints@ndic.gov.ng.

The affected banks in this disbursement include Liberty Bank, City Express Bank, Assurance Bank, Century Bank, Allied Bank, Financial Merchant Bank, Icon Merchant Bank, Progress Bank, Merchant Bank of Africa (MBA), Premier Commercial Bank, North-South Bank, and Prime Merchant Bank. Additionally, Commercial Trust Bank, Cooperative and Commerce Bank, Rims Merchant Bank, Pan African Bank, Fortune Bank, All States Trust Bank, Nigeria Merchant Bank, and Amicable Bank are part of the in-liquidation process.

Liquidation dividends represent the excess amount beyond the insured sums that NDIC pays to depositors of a closed bank, derived from asset recoveries of failed financial institutions. These dividends also cover payments to creditors and shareholders of the closed bank once depositors of the defunct bank have been fully compensated.

The Speaker of the House of Representatives, Abbas Tajudeen, has congratulated Nigerians as they celebrate the country’s 63rd Independence Anniversary, saying the country will be great again.

While calling on fellow citizens and compatriots to keep hope in the country alive, the speaker said doomsayers and pessimists would soon be disappointed.

Despite the myriad of challenges facing Nigeria, Abbas noted that the country still has the prospect and potential to reclaim its leadership position in the comity of nations, especially with its abundant human and natural resources.

He also urged the organised labour – Nigeria Labour Congress and the Trade Union Congress – to shelve the plan to embark on an indefinite nationwide strike on Tuesday over issues bothering on welfare.

“Embarking on a nationwide indefinite strike at this time would do the country no good. Rather, it would only aggravate the situation at hand, the Speaker said, in a statement by his Special Adviser on Media and Publicity, Musa Krishi, on Saturday.

“The organized labour should reason with the Federal Government and put the strike on hold by cooperating with the authorities so that all issues would be resolved amicably.

Recall the speaker had on Tuesday cautioned against the strike, noting the consequences on the already ailing economy.

Again, he called for a return to the negotiating table by the leadership of the unions, noting that continued dialogue with the government would achieve greater and long-lasting results.

He also decried the brain drain being suffered by the country, stating that only Nigerians can rebuild their country to make its pasture greener.

“I urge young Nigerians to be more patriotic, using their talents and skills to develop their country.

“With the Renewed Hope Agenda of the administration of President Bola Ahmed Tinubu, and the introduction of revolutionary policies and programmes, the government stands a better chance of winning the confidence of not just the youth but all citizens of the country,” he said.

While calling for support and prayers for the tiers and arms of the government at all levels, Abbas expressed optimism that the future is bright for Nigeria and Nigerians.

“The 10th House’s readiness is to accelerate the consideration and passage of legislation that will aid the growth and development of the country,” he said.
