NCPC BOSS ASSURES SERVICOM OF QUALITY SERVICE TO PILGRIMS

The Executive Secretary of the Nigerian Christian Pilgrim Commission has assured the National SERVICOM Nigeria of quality service delivery to its pilgrims. He made this assertion while playing host to members of the National SERVICOM Nigeria in his office at the NCPC headquarters in Abuja on 18th August, 2022.

Rev. Pam in his address said, he was delighted to have the SERVICOM in the Commission, according to him, “government is one and the services are one”. He affirmed that the purpose of establishing a government agency is for effective service to its citizens, down to the grassroots.

He informed that the Commission already has a working SERVICOM Team, and the Commission’s SERVICOM Team is headed by a director. He further informed that the Commission sends appropriate level officers to most SERVICOM events.

The Executive Secretary added that, when good leaders are in authority people rejoice, as such we should honor our citizens through our services so that they can be respected and received anywhere they go. In his words, “we have pilgrims and we expect them to rejoice”.

He opined that the Commission has a Customer Relationship with its critical stakeholders, and recorded success have been achieved through meetings with them, adding that the Commission place great emphasis on capacity building of its staff through training and retraining.

The NCPC helmsman explained that at the time he assumed office, pilgrimage to holy sites was at a standstill due to the outbreak of COVID -19 pandemic, according to him, “I came in at a time we either stay without going on pilgrimage and wait until pandemic is over, that was the time we were able to make new exploration to the Kingdom of Jordan”.

He further explained the pilgrimage to the Kingdom Jordan was a huge success with no record of abscondment and mortality, adding that the pilgrims testified of a good experience with excellent service delivery.

Rev. Pam affirmed that the Commission has established a clear and effective feed-back mechanism from our stakeholders to enable us assess the level of satisfaction with our services. The responses by pilgrims and corporate stakeholders are promptly synthesized and improvements made to grey areas in our service templates.

Earlier, the National Coordinator /CEO of the National Servicom Nigeria, Mrs. Nnena Akajemeli in her address said that, they were in the Commission for an advocacy visit to commend the Executive Secretary for a good job so far and to remind the Commission on what the government is doing to improve the service of Nigerians.

Mrs. Akajemeli explained that the essence of Government is to improve on the living conditions of the people through the provision of basic amenities and ensuring security to lives and properties, she added that, Citizens value Government when the quality of services provided meets and exceeds their needs and expectations.

She informed that the purpose of their visit is to charge the Commission to create a Service Charter unit that will help to add value to the activities of the Commission in order to achieve a favorable feedback from the pilgrims.

The Director, Planning, Research,Programme Development, who also doubles as the NCPC Servicom Chairman, in his remarks said, the concept of Servicom is not just emphasized, but has been engraved into the operations and activities of the Commission. He added that, it is a further boost to help Staff perform better in their duties so as to ensure our stakeholders are crowned as kings.

MNDA COMMITTED TO PARTNERING WITH UK PACT, FCDO TO CHANGE LIVES IN N’DELTA REGION – SHARON IKEAZOR

Hon. Minister of State, Ministry of Niger Delta Affairs (MNDA), Sharon Ikeazor   has reiterated the commitment of the ministry to partner with the UK PACT (Partnering for Accelerated Climate Transition) and FCDO (Foreign Commonwealth and Development Office) in possible areas that would change the living condition of the people of the Niger Delta region.

According to her, “the collaborative efforts between the Ministry and the British High Commission is to reposition the Niger Delta region for economic empowerment, job creation and sustained livelihood for women and youths in the region”.

Ikeazor stated this when she received in audience the Nigeria Country Lead UK PACT and FCDO recently in the Ministry in Abuja.

She highlighted the importance of ecosystem protection and conservation in the Niger Delta region and the opportunities advanced by sustainable land use and commodity trade present in the region.

Nigeria Country Lead, UK PACT, Joe Tyrell in his speech, expressed the willingness and commitment of the team to partner with the ministry in its activities especially in the area of Agriculture and environmental planning; explaining that they are currently undertaking a programme tagged ‘Integrated Land Management’ for the benefit of the Niger Delta region.

PILGRIMAGE IS NOT TOURISM– NCPC BOSS

The Executive Secretary Nigerian Christian Pilgrim Commission, Rev Dr Yakubu Pam has said that Pilgrimage is not Tourism. He made this assertion on 17th August, 2022 at the Pilgrims Terminal , Nnamdi Azikiwe International Airport, Abuja at the orientation ceremony organised for the 8th batch of intending pilgrims to Israel and Jordan.


He explained that Pilgrimage requires a lot of patience and sacrifice. According to him, “as pilgrims you must endure what you pass through in the course of your Pilgrimage journey”.
He also affirmed that Pilgrimage is not luxury, stating that ” it is a journey to an expected end”.He added,” it is not a journey that is very easy in all ramifications because you must have patience and must experience delayance”.
The NCPC helmsman also admonished the intenting pilgrims to behave as good citizens of Nigeria while at the airport in Israel and Amman, Jordan. He urged them to cooperate with the airport officials as well as the Commission,s staff by obeying instructions.
He intimated the intending pilgrims that the Commission through the Ground Handlers in Israel and Jordan had made all the necessary arrangements that would make their Pilgrimage exercise a hitch free one.


He pointed out that the current cost of Christian Pilgrimage is meant to encourage christians to participate actively in Pilgrimage as the cost is comparatively cheap and affordable, considering many variables. His words,” the cost of Pilgrimage is very cheap because we want to encourage christians to go on Pilgrimage”.
Rev Pam further reiterated the importance of Pilgrimage such as serving as a veritable platform for enduring fellowship amongst the pilgrims and more importantly Pilgrimage is for spiritual impartation and transformation.
He congratulated all the intending pilgrims for scaling through the Commission,s screening exercise which qualified them to embark on the spiritual journey.
The 8th batch of intending pilgrims were made up of Yobe and Borno contingents as well as Consulars.

NDPB Investigates Philips Consulting and UBA PLC for Alleged Violation of NDPR

Following complaints of violation of the Nigeria Data Protection Regulation (NDPR) against Philips Consulting and United Bank for Africa PLC, the Nigeria Data Protection Bureau National Commissioner, Dr. Vincent Olatunji, has ordered a forensic investigation in line with Article 4 of the NDPR. The complaint against Philips Consulting is in connection with the activities of online lending platforms who willfully breach the privacy of citizens whilst the investigation of UBA PLC pertains to allegations of infringement on the governing principles of data protection.It will be recalled that the NDPR mandates organizations to carry out due diligence before engaging in any data processing. This is to ensure that parties are accountable for any infringement on fundamental rights and freedoms of data subjects.The Bureau warns all data controllers and processors to eschew all forms of data processing that are detrimental to citizens as well as the economy and security of the country.

The National Information Technology Development Agency (NITDA), through its subsidiary, the Office for Nigerian Digital Innovation (ONDI), in partnership with the Independent Corrupt Practices and Other Related Offences Commission (ICPC), is opening applications for the 2022 Illicit Financial Flows (IFFs) Hackathon. The IFF Project is supported by Ford Foundation office for West Africa.The Illicit Financial Flows (IFFs) Hackathon is aimed at developing indigenous solutions to curb illicit financial flows (IFFs) in Ministries, Departments and Agencies (MDAs), check illegal transfer/movement of funds within Nigeria and across international borders, and ensure effective monitoring of procurement processes.This Hackathon will also provide young Nigerians the opportunity to contribute their creativity and entrepreneurial skills by leveraging emerging technologies to combat corruption and other unethical practices impacting negatively on the socio-economic fortunes of the nation.Therefore, these talented Nigerians will be tasked to come up with clearly-defined ideas and prototype solutions to checkmate IFFS with emphasis on leveraging emerging technologies like Artificial Intelligence (AI), Cloud, Big data, blockchain, Quantum computing, Internet of Things (IoT), Augmented Reality (AR), and Virtual Reality (VR) among many others.The two-day event scheduled to hold on 1st and 2nd September 2022 will open with a bootcamp at the National Centre for Artificial Intelligence and Robotics (NCAIR), Abuja while a Demo Day will take place at ICPC Auditorium, Abuja on the second day and final day.Therefore, ONDI is calling for applications from eligible individuals/groups with an innovative ideas and prototypes that would leverage emerging technologies to help address the menace of IFFs within the nation’s expanding digital economy.ONDI is a subsidiary of NITDA, created to ensure the promotion, growth, and protection of Nigerian digital innovation ecosystem for the growth of Nigeria’s digital economy. NATIONAL FREQUENCY COUNCIL MUST APPROVE ALL MANAGEMENT OF RADIO FREQUENCY SPECTRUM IN NIGERIA

The Honourable Minister of Communications and Digital Economy and Chairman of the National Frequency Management Council (NFMC), Professor Isa Ali Ibrahim (Pantami), chaired the 58th Regular Meeting of the Council on Thursday, 4th August 2022. The Council resolved to remind members of the public, Ministries, Departments and Agencies of Governments that by the provisions of Section 28 of the Nigerian Communications Act 2003 (NCA 2003), the NFMC is the apex body for Radio Frequency Spectrum Administration in Nigeria.Accordingly, any radio frequency-based equipment that is to be installed by any individual, private company, Government or Non-governmental Organisation (NGO) for the purpose of management of the radio frequency spectrum, in whatever guise, must be cleared by the NFMC. For further clarification, commercial private companies/organisations should contact the statutory regulatory bodies, i.e., National Broadcasting Commission (NBC) and Nigerian Communications Commission (NCC) for commercial broadcasting and telecommunications entities, respectively.The Federal Ministry of Communications and Digital Economy manages radio frequency spectrum that are used by entities such as Ministries, Departments and Agencies (MDAs) of Governments, Embassies, Diplomatic Missions, Non-governmental Organisations (NGOs), individuals and private companies/organisations for non-commercial purposes. Furthermore, management of the Radio Frequency spectrum by the Ministry includes planning, assignment, coordination, resolution of harmful interference complaints, monitoring and licensing of radio frequency spectrum and radio communication stations for the category of users mentioned above.No civil MDA, individual, private, or public entity is authorized to install radio frequency-based equipment for the purpose of monitoring or managing the spectrum of its organisation or sector unless it is cleared and duly authorized by the NFMC.Entities that already have such installations must hand them over to the Ministry of Communications and Digital Economy and arrange on how to collaborate with the Ministry to achieve their objectives. Refusal to declare and handover such equipment or systems constitute security risk to the nation and may therefore attract severe sanctions and possible prosecution. The Federal Ministry of Communications and Digital Economy will continue to support the development of Nigeria’s digital economy in a safe and sustainable way.

NCPC BOSS COMMENDS FELLOWSHIP OF CHRISTIAN NURSES FOR PROPAGATING THE GOSPEL THROUGH ITS PROFESSION

The Executive Secretary of the Nigerian Christian Pilgrim Commission, Rev.Dr Yakubu Pam has commended the Christian Nurses, Nigeria (FCN) for propagating the gospel of Christ through their profession. He made this statement while playing host to Fellowship of Christian Nurses, Nigeria (FCN) in his office at the NCPC corporate headquarters today 8th August, 2022.
Rev. Pam explained that the Nursing profession is one which is honored in the country. According to him, people pay careless attention to their work, but not so with the Fellowship of Christian Nurse who use the medium to also give hope to their patients by preaching about Christ to them.
He disclosed that the nursing fellowship is paramount to the body of Christ; hence it should be encouraged, in his words, “nurses share the word of God to the sick, aside giving them care on their ailments, but also share the word of God with them”.
He encouraged them to give the right health education to the public as well as show commitment to their duties anywhere they find themselves.
Earlier, the National President of Fellowship of Christian Nurses, Evang. Abalis Dasat in his address said, they are in the Commission to identify with the Executive Secretary and to congratulate him on his two years in the saddle.
Evang.Dasat commended the Executive Secretary on his achievements so far in office and he prayed for more to come.
The President intimated the NCPC boss on the mission, vision, activities and programmes of the organization, as they seek to advance the kingdom of God through collaboration for sustainable development. He informed that the aim of the fellowship is to equip and build the capacities of nurses and other health workers to be able to care for the total man (spirit, soul &body).
He also informed that in pursuance of their objectives, the fellowship usually organize an annual convention and this year the Conference would be holding its convention at the Civil Service Institute in Abuja starting today the 8th to Friday 12th August, 2022.

PANTAMI INAUGURATES PRESIDENTIAL TECHNICAL WORKING COMMITTEE TO REVIEW IPPIS, GIFMIS, TSA

The Honorable Minister of Communications and Digital Economy, Professor Isa Ali Ibrahim (Pantami) has inaugurated a Presidential Technical Committee review Integrated Payroll and Personnel Information Systems (IPPIS), Government Integrated Financial Management Information Systems (GIFMIS) and the Single Treasury Account (TSA), and appointed National Information Technology Development Agency (NITDA) to serve as Secretary. Prof. Pantami disclosed that the approval for the inauguration was given by His Excellency, President Muhammadu Buhari GCFR.The members of the Technical Working Committee which will be supervised by the Honorable Minister of Communications and Digital Economy include; the Minister of Finance, Budget and National Planning, Mrs. Zainab Ahmed, the Head of Civil Service of the Federation, Mrs. Folashade Yemi-Esan, the Auditor General of the Federation, Mr. Aghughu Adolphus, the Chairman, Economic Financial Crimes Commission (EFCC), Mr. Abdulrasheed Bawa, Director General, National Information Technology Development Agency (NITDA), Kashifu Inuwa CCIE, Director General, Bureau of Public Service Reforms (BPSR), Dr. Dasuki Arabi, Managing Director of Galaxy Backbone Limited, Prof. Muhammad Abubakar, and Chairman, National Salaries, Incomes and Wages Commission (NSIWC), Ekpo Nta Esq. According to Prof. Pantami, the technical committee has been mandated by Mr. President to ensure the review of the strengths, weaknesses and challenges of these systems while advising the President on the best methods to improve them. While giving a brief historical overview of the IPPIS, GIFMIS and the TSA which were deployed in 2006, 2012 and 2015 respectively, Pantami hinted that the provisions of the NITDA Act 2007 were not observed and adhered to. He averred that, “at the time they were deployed, the provisions of NITDA, Act 2007, section A, of setting the standardisation of ICT deployment in Federal Public Institutions were not followed. Because of this, these three systems were not subjected to government certification and IT project clearance as required by law and many other government policies”. Offering credit to the systems for the achievements made thus far in terms of revenue generation, with IPPIS saving the government 120 billion naira and TSA saving over 10 trillion naira since their deployments, he however noted that there is a need for improvement. “These figures show us that the government has recorded some major gains with their deployment but there is need to improve on them. Particularly with the recent allegations coming up that these systems are being exploited by evil people where they siphon money”, he stated. Giving assurances of the government’s commitment to ensure the systems are of high quality, Pantami noted that errors have been detected in the processes of IPPIS when subjected to reviews by NITDA. He further disclosed that GIFMIS and the TSA will be subjected to critical reviews as well to erode all forms of leakages, errors and challenges in their processes. While urging the institutions managing the three systems to give maximum support and cooperation to the committee, the Honorable Minister clearly mentioned that any institution who does otherwise would face sanctions by Mr. President. “In the approval and the directives by Mr. President, it is clearly mentioned that all government institutions that manage these three systems; IPPIS, GIFMIS, and TSA, must give unlimited access to the committee to ensure that they come up with a very strong recommendation to Mr. President for approval”, he said. Prof. Pantami admonished the Committee to carry out its assignments judiciously by testing the processes and providing recommendations or criticism where necessary. “We must identify where the challenges are, if any, and see how these systems can be enhanced technically so that we would be able to consolidate the gains we have achieved so far and also improve on them to achieve many more achievements and successes”. Other dignitaries at the inauguration were the Permanent Secretary, Career Management Office of the Civil Service of the Federation, Dr. Marcus Olaniyi, the Board Chairman of the Nigerian Communications Commission, Prof. Adeolu Akande, Board Chairman of the Nigerian Postal Service, Barrister Maimuna Yaya Abubakar, the Executive Vice Chairman of the Nigerian Communications Commission, Prof. Umar Danbatta, the National Commissioner and Chief Executive Officer of the Nigerian Data Protection Bureau, Dr. Vincent Olatunji among many others.

FG COMMENDS NIGERIAN CHAMPIONS AT WSIS, DIRECTS NITDA, NCC, GALAXY TO SUPPORT THEIR INNOVATION

The Federal Government has directed the National Information Technology Development Agency (NITDA), Galaxy Backbone Limited and Nigeria Communications Commission (NCC) to collaborate with the seven champions of the World Summit on the Information Society Forum (WSIS) which includes the winner of WSIS 2022 to ensure that their innovative solutions are of global benefits.The Honorable Minister of Communications and Digital Economy and Chairman of WSIS 2022, Professor Isa Ali Ibrahim (Pantami) made this known in Abuja during the awards presentation ceremony of WSIS Champions for 2020, 2021 and 2022.”I want to use this opportunity on behalf of Federal government of Nigeria to direct NITDA, Galaxy Backbone and NCC to look at your solutions and identify where you need support so that the solution will not just remain as a startup, but rather we want to build the solution here and becoming the tech giant at least in the next few years and this is our ambition”, the Minister said. Prof. Pantami stated that he is hopeful after the three institutions of government have had sessions with the WSIS champions, they will have their performances reviewed and rendered support where necessary so that their solutions will go beyond where they are presently and be of global benefit.He said the WSIS event, which took place in Geneva, Switzerland had technical sessions where youths around the world were challenged to submit their projects covering e-health, e-agriculture, e-education and other fields.”The heads of the technical session presented their results to me in Geneva and I am glad to say that some of our young innovators emerged as the global winners and champions”, he said. The winner for the WSIS 2022 Hackathon is Afrilingo by Franca Umasoye Igwe while the other six champions were, Association of Women in Technology in Nigeria by Martha Alade (2022); Initiative for Mothers with Cerebal Palsy Children in Nigeria by Rachael Inegbedion (2021); Top Up and Get Reward Limited by Samuel Babatunde (2021); Wizwish International Farm by Wisdom Ikpechukwu (2020); Chipsnbrain by Oluwaseyi Akinolu (2020); and Makerspace Project by Oreoluwa Lesi (2020)Prof. Pantami said because there wasn’t any formal sessions for 2020 and 2021 due. to COVID-19, the winners and champions for the aforementioned years were presented their awards during WSIS 2022.”Furthermore we are all aware that the Federal Government through the ministry and office of the Chief of Staff to President worked on the Nigerian startup bill which has already been passed by both arms of the National Assembly; we believe that in the next few days Mr President will look into it and it will become a law.He opined that when the startup bill is eventually passed into law, it will be among the major achievements of not only this administration but throughout the history of the Digital Economy and ICT in Nigeria.”In that bill, there are provisions of so many benefits for our young innovators and startups, like pioneer status, grants, incentives, loans and also the law when approved will establish a presidential council where Mr President will chair the council and he will be supported by the Vice President and the Minister incharge of the Digital Economy will be the vice-chair, where government, private sector and young innovators will come together; look into their challenges and Mr President will give directives there and then for the sector to continue to be very successful”, Prof Pantami.The CEO, Afrilingo, Franca Umasoye Igwe thanked the Minister and Federal of Nigeria for the recognition. While one of the WSIS champion Mrs. Martha Alade, Chief Executive Officer of Women in Technology in Nigeria appreciated the Honorable Minister’s effort to personally present their awards to them and not have them couriered which she said shows how passionate Prof Pantami is about startup and the ICT ecosystem in general.WSIS is the largest ICT event where development of the sector is put in the front burner. Call for Contributions to the National Artificial Intelligence PolicyArtificial Intelligence (AI) growth can be attributed to Digital Innovation and the evolution of technology. Globally, countries are grappling with ways to manage the exponential growth of new and emerging technologies to advance their economies.In cognisance of the exponential growth and potential value of digital technologies, which is in line with the vision of President Muhammad Buhari, GCFR, to diversify the Nigerian Economy through utilising digital technologies, the President launched the National Digital Economy Policy and Strategy (NDEPS), developed by the Federal Ministry of Communications and Digital Economy (FMoCDE), to reposition Nigeria’s Economy and leverage the many opportunities provided by these digital technologies.It is against this backdrop that the Honourable Minister for Communications and Digital Economy, Prof Isa Ali Ibrahim, directs the National Information Technology Development Agency (NITDA) to develop a National Artificial Intelligence Policy (NAIP). The development of the NAIP is envisaged to maximise the benefits, mitigate possible risks, and address some of the complexities attributed to using AI in our daily activities.Furthermore, it will provide directions on how Nigeria can take advantage of AI, including the development, use, and adoption of AI to proactively facilitate the development of Nigeria into a sustainable digital economy.
