FRSC Records 25% Reduction In Crashes, 53% Reduction In Persons Killed.

The Federal Road Safety Corps, FRSC, has disclosed that it recorded a 25 per cent reduction in the total number of Road Traffic Crashes (RTC), a 53 per cent decrease in people killed, and a 43 per cent reduction in the number of people injured in crashes that involved 522 people on Nigerian roads during the 2023 Eid-el-Kabir special patrol operations that held from 26 June to 01 July 2023.

In the special patrol operation that lasted for six days, the Corps recorded a total of 88 RTCs as against 118 in the same period in 2022, representing a 25 per cent reduction.

In the same vein, a total of 38 people were killed, against 88 in the previous year representing a 53 per cent decrease, while 211 people got injured in 2023 against 373 in 2022 representing a 43 per cent decrease.

These statistics were made known in a report by the Assistant Corps Marshal and Corps Public Education Officer, Bisi Kazeem, in Abuja on Wednesday.

A look into the report showed that the Corps also rescued a total of 273 victims without injuries in 2023 against 347 in the same period in the year 2022. More so, a total of 4,116 offenders were apprehended over 4,682 offences committed across 2,053 routes covered by the Corps.

The report noted that the reduction in road traffic crashes during the 2023 Eid-el-Kabir celebration period was a result of improved and rejigged patrol operations, robust public enlightenment campaign, injection of more operational vehicles for enhanced visibility, prompt rescue services, enhanced stakeholder collaboration, wider coverage of the national road network due to the establishment of more FRSC Commands, Outposts, roadside clinics and Zebra points among others.

“The positive changes in the reduction of offences and offenders and impoundments also captured above is attributable to an increase in public enlightenment, enforcement, traffic control, cooperation from stakeholders, and the fully automated process of obtaining driver’s licence which ensures that motorists must be trained in driving schools before they are qualified to apply for their licences” the report added.

Reacting to the report of the special patrol operations, the Corps Marshal, Dauda Biu, who expressed his delight over the success, pledged that the Corps will sustain the tempo and enhance its effort towards entrenching safety on all roads.

This was as he urged the motoring public to be disciplined and practice safe-road-use culture, by giving maximum cooperation to FRSC personnel and other traffic law enforcers on the highways.

He also called on the general public to always tune in to the National Traffic Radio 107.1 FM, as well as notify FRSC in the event of an emergency through its emergency line 0700-CALL-FRSC (0700-22553772) or toll-free number 122 for prompt response.

Kogi State Governor, Yahaya Bello, has taken significant steps to enhance the healthcare delivery system in the state by procuring an additional 21 ambulances for rural hospitals across the local government areas. 

These ambulances, Toyota Hiace high roof buses, come equipped with various features such as patient and driver cabin intercom, oxygen supply system, portable and rechargeable suction machines, first aid boxes with emergency drugs, fire extinguishers, and wash hand basins. The buses are also equipped with electrical systems, vinyl flooring, wall-mounted sphygmomanometers, and flexible examination lights.

During an inspection of the Basic Life-Support Ambulances, Governor Bello urged citizens and residents of Kogi State to enroll in the Bello Healthcare Plus initiative, highlighting that the program is completely free of charge. 

He emphasized that his administration would continue to prioritize the well-being of the people, as a healthy population is crucial for meaningful development. 

The ‘Bello Healthcare Plus package includes the free distribution of delivery kits, postpartum hemorrhage packs, hypertensive packs, episiotomy packs, and free maternal/newborn healthcare services to pregnant women from economically disadvantaged backgrounds. 

In addition to these efforts, President Muhammadu Buhari inaugurated the Reference Hospital in Okene last December, which experts consider to be among the world-class healthcare facilities in the country. 

The Kogi State Government has also commissioned several medical facilities in various regions of the state, further enhancing healthcare accessibility. 

Furthermore, alongside the ‘Bello Healthcare Plus program, the Kogi State Government introduced the Kogi State Health Insurance Scheme, providing free healthcare services to the people of the state. 

The Kogi Care intervention has been another significant achievement of the Governor Bello-led administration.

FIRS Collaborates With MATAN To Streamline VAT Collection In Informal Sector Using Technology.

The Federal Inland Revenue Service (FIRS) has announced a strategic partnership with the Market Traders Association of Nigeria (MATAN) to revolutionize the collection and remittance of value-added tax (VAT) in the informal sector through the implementation of unified systems technology.

The collaboration, known as the VAT Direct Initiative (VDI), aims to enhance VAT collection and raise awareness about remittance requirements within the marketplaces and informal sector. By leveraging technology, the initiative also aims to simplify the process of VAT payment and remittance for businesses operating in the informal sector.

In a statement released by the FIRS, it was highlighted that this partnership with MATAN will grant the agency access to Nigeria’s vast market space, which comprises over 40 million traders across the country. MATAN’s digital platform will play a crucial role by providing digital identification for its members and tracking their turnover, enabling the collection and remittance of the VAT accrued to the FIRS.

Through the VDI, the FIRS intends to address the issue of multiple taxation in the marketplaces by collaborating with security agencies to combat the activities of individuals involved in illegal tax collection, such as touts, miscreants, and self-appointed tax collectors.

Additionally, the VDI is expected to significantly boost VAT revenue generation for all three tiers of government, providing them with additional funds to invest in infrastructure development, social amenities, and the welfare of citizens.

The partnership between FIRS and MATAN will establish a monitoring and evaluation team comprising FIRS officers and MATAN members. This team will ensure transparency, accountability, and the prompt remittance of VAT while fostering sustained commitment, all of which are essential for building public confidence in the tax collection process.

As part of the initiative, each MATAN member will be issued an Identity Card upon enumeration, containing their Tax Identification Number (TIN) and other personal details required for tax purposes.

Despite the extensive economic activities in the informal sector, Nigeria’s tax net has primarily focused on the formal sector. Recognizing the untapped potential for tax collection in the informal sector, tax experts have highlighted the significance of this collaboration in expanding the tax base and maximizing revenue potential.

Bamidele, Umahi, Ndume Named As Senate Principal Officers.

The senator representing Ekiti Central, Opeyemi Bamidele, has been announced as the senate leader for the 10th Senate.

Dave Umahi, representing Ebonyi South, was also announced as deputy senate leader.

Ali Ndume, representing Borno South, was announced as chief whip of the Senate, while Lola Ashiru, representing Kwara South, was announced as deputy chief whip of the Senate.

The announcement for the principal positions was made at a plenary presided over by the Senate President, Godswill Akpabio, on Tuesday upon the resumption of members of the upper legislative chamber.

Mr. Akpabio said the newly appointed principal officers were consensus candidates of the All Progressives Congress (APC) caucus of the Senate.

After the announcement was made, Mr. Akpabio directed the new principal officers to be seated at their appropriate seats in the front row.

Other members of the Senate congratulated the newly appointed principal officers.

The senate president, after that, announced a closed-door session.

Mwadkwon, Olalere were named minority leaders

Upon resumption from the closed-door session, Mr. Akpabio said that the six minority parties in the upper house had picked their leaders.

He, therefore, announced Simon Mwadkwon (PDP, Plateau North) as the minority leader and Oyewunmi Olalere (PDP, Osun West) as the deputy minority leader.

He said Darlington Nwokeocha (LP, Abia Central) was appointed minority Whip, while Rufai Hanga (NNPP, Kano Central) emerged as deputy minority whip.

After the announcement, the Senate President directed the minority leaders to sit at their appropriate seats in the front row.

Presidential Tribunal: INEC Closes Defense in Obi’s Petition.

The Independent National Electoral Commission, on Tuesday, opened and closed its defence in Peter Obi’s petition challenging the result of the February 25 presidential election.

Recall that Bola Tinubu was declared the winner of the election and was sworn in as the president on May 29.

Obi of the Labour Party is urging the Presidential Election Petition Court in Abuja to set aside Tinubu’s victory on the grounds that the Independent National Electoral Commission failed to comply with the electoral laws.

At the resumed proceedings on Tuesday, counsel for INEC, A.B Mahmoud, SAN, proceeded to close its defence in the petition after calling the first witness, Lawrence Bayode, an assistant director in charge of its ICT department.

Bayode had also testified yesterday in aid of the commission’s defence against the petition filed by Atiku Abubakar of the Peoples Democratic Party.

He was led in evidence by the commission’s lead counsel, A.B. Mahmoud, SAN, who also tendered some documents in the course of the proceedings.

The witness, under cross-examination, said that even if blurred documents were downloaded from INEC’s Result Viewing portal, it will not affect the physical results as recorded in the polling units results, otherwise called form EC8A.

He said the images of forms EC8A captured with the Bimodal Voters Accreditation System and transmitted to IReV are not relevant for the collation of results.

When examined by counsel for the All Progressives Congress, L.O Fagbemi, SAN, the witness told the court that the glitch recorded during the last presidential election did not affect the collation of the election results.

He added that if what was downloaded from the IreV are not clear the physical results could also be obtained.

The petitioners also tendered the E- transmission saver Web and compliance form through the witness. It was admitted and marked as evidence.

The witness told the court that the pre-production test was carried out before the election.

The witness agreed with counsel for the petitioners, Patrick Ikweato, SAN, that the report of the E-Transmission application identifies remediation to be undertaken to resolve the high vulnerability identified in the report.

The five-member panel headed by Justice Haruna Tsammani adjourned the court proceeding to tomorrow (Wednesday) when Tinubu and his vice, Kassim Shetima will open their defence.

Kogi State governor, Yahaya Bello on Saturday attended the coronation of the Akinrin of Ekinrin Oba Johnson Kolade-Otitoju where he re-affirmed his respect for the traditional institution in the state and particularly Ekirin-Ade, a community he described as peaceful and courageous.

The governor at the occasion also directed the Commissioner for Local Government and Chieftaincy Affairs, Hon. Deedat Ozigi to immediately commence the process of upgrading the stool of the Oba of Ekirin-Ade to a first-class status noting that for fairness, justice, and equity which his government represents, the community deserved such recognition.

Governor Bello congratulated the newly coronated traditional ruler, who he recalled to be a pioneer teacher at Abdul-Azeez Atta Memorial College, Okene describing him as a disciplinarian while also attesting that the Royal Father has lived a fulfilled life with the point of reference to successful wards the Oba has raised.

While assuring the Royal Father of continued support from the government, he noted that Ekirin-Ade would benefit from several of his administration’s plans for the traditional institution including the plan by the Ministry of LGA and chieftaincy Affairs to give traditional palaces a befitting appearance across the state.

The governor also used the occasion to congratulate the Kogi West senatorial district whom he described as great lovers of education over the recent approval of the establishment of Kogi State University, Kabba. He also thanked the citizens for their efforts and cooperation toward the actualization of this long-desired aspiration by the people of the region.

He pointed out that his government was solely interested in ensuring that the people make progress and they feel the impact of good governance while he again appreciated the traditional institution for their support and encouragement which he noted has compelled his government to deliver dividends of democracy to the people.

Court Dismisses Suit Brought By Former Staff Of ECOWAS Seeking Reinstatement.

The ECOWAS Court has dismissed a suit brought by a former ECOWAS Regional Director of a continental program to strengthen veterinary services in Africa asking the Court to declare
the termination of his appointment five years ago as ‘abusive, unilateral and unfair,’ and order his reinstatement.

Justice Edward Asante, the judge rapporteur in the suit who delivered the judgment acknowledged that while the Court had jurisdiction as an Administrative Tribunal to entertain the case, the Applicant, Mr. Henri Kabore did not sequentially seek redress within the framework of Article 73 of the 2005 ECOWAS Staff Regulations and the provision of Article 10(e) of the Court’s Protocol, before approaching the Court.

Consequently, the Court declared the case inadmissible and dismissed it. In an initiating application in suit no ECW/CCJ/APP/28/19 filed on 17 September 2019, Mr. Kabore
alleged that ECOWAS Commission breached its partnership agreement with the Inter-African Bureau of Animal Resources of the African Union Commission (AU-IBAR) by its unilateral and abusive termination of his employment as Director of the Regional Animal Health Centre, a specialized veterinary center of the Community.

In the suit filed by his lawyers, Ouattara-Sory & Salambere and Emmanuel Bazie, the applicant told the Court that the African Union launched the Veterinary Governance Strengthening Program in Africa (VET-GOV) on 16 January 2012 to strengthen veterinary services in each Member State.

He added that the VET-GOV program was designed to be coordinated and harmonized through the eight (8) Regional Economic Communities in Africa including ECOWAS for the Member States.

For West Africa, the applicant said that the Inter-African Bureau of Animal Resources of the African Union Commission (AU-IBAR) was engaged to implement the VET-GOV projects under a partnership the agreement signed on 13th April 2012 with ECOWAS and aimed at creating viable public and private investments in livestock.

He added that Article 3(4) of the agreement stated that “The Partner (ECOWAS) undertakes to
finance the cost of the Personnel seconded to it within the framework of the present project by the Contracting Authority from the fifth year of implementation of the Project. The Partner shall
maintain the positions created after the duration of the project’.

Subsequently, Mr. Kabore was recruited by AU-IBAR as Coordinator of the VET-GOV project to be implemented through ECOWAS.

He contended that despite favourable recommendations, he was not integrated into the ECOWAS staff system at the expiration of the fifth year of the implementation of the project but rather replaced.

He therefore urged the Court, to among others, declare the termination of his working
relationship with ECOWAS as abusive and unfair; order his integration into the permanent staff
cadre and pay his salaries and other benefits and entitlements from 31 July 2017. He also asked
the Court to order the Commission to pay him 511.6 million CFA as compensation for physical
and moral damages suffered as a result of the termination of his appointment.

On their part, Mr Daniel Lago who represented the ECOWAS Commission, told the Court that the applicant was not an ECOWAS staff but was recruited by AU-IBAR as coordinator of its VET-GOV project and therefore did not qualify to bring an administrative matter before the Court.
He added that the terms of the partnership agreement did not include his integration into the
ECOWAS civil service.

Moreover, he told the Court that Mr. Kabore was subjected to disciplinary proceedings and later
dismissed based on the outcome of an investigation into an incident that involved the applicant
and a colleague.

He also argued that Mr Kabore was not a party to the partnership agreement, and urged the Court to dismiss the case for lack of jurisdiction.

But the Court held that Mr. Kabore qualified as a community official as provided under Article
9(1)(f) of the Protocol on the Court after examining the relationship between Mr. Kabore and
ECOWAS Commission including his subjection to ECOWAS Staff disciplinary procedures and
subsequent dismissal.

It also held that it had jurisdiction to determine the case as it concerned a community institution (ECOWAS) and a community official (Mr. Kabore).

Also on the panel were Justices Dupe Atoki and Ricardo Claúdio Monteiro Gonçalves.

I’m leaving military stronger than I met it -Irabor

The immediate past Chief of Defence Staff, General Lucky Irabor (retd), has said he is leaving the military more capable of tackling adversaries than he met it.

This is as he admitted that the task wasn’t easy due to the large and diverse nature of the country.

Irabor spoke at the pulling-out ceremony held in his honour on Friday in Abuja.

He said, “National security for a large and diverse country like Nigeria is not an easy task, but it is also not an impossible one. In 2021, the security situation of the nation was admittedly in a state of dynamic plus. Efforts made by the federal government of Nigeria using the AFN in collaboration with the NPF, other security agencies, and critical stakeholders were in different stages of gestation. We were encouraged to pursue these measures in addition to other initiatives to reinvigorate the national security architecture to deliver critical national security functions.

“I make bold to say that I’m leaving the armed forces of Nigeria today, bigger, stronger, and more capable to deliver on its constitutional mandate and national security functions. ”

He said the military under his watch had significantly curbed the threat of terrorism and piracy, among others.

Irabor said, “In more specific terms, we have significantly curtailed the threats of terrorism, insurgency, piracy, sea robberies, vandalism of critical national assets and kidnappings, and military aid to civil authority.

We successfully work in conjunction with other security agencies and stakeholders to deliver a physical security environment that is amenable for Law and Order, critical democratic processes, as well as human security and national development.”

He urged the citizens to be proud of the military and refrain from denigrating the service, adding that the military stood as a beacon of hope for the country.

Irabor said, “Without doubt, the nation should be proud of its military, to whom too many security concerns seem to now be consigned. I therefore state with a sense of responsibility but as a nation, we should avoid the deliberate or inadvertent inclination to denigrate the contributions of the armed forces to national security, unity, and stability. Our military stands as a beacon of hope, strength, and resilience in an increasingly complex world.”
