President Muhammadu Buhari’s vision is to lift 100 million Nigerians out of poverty by 2030

0

The attention of the Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development is drawn to a statement credited to the Bauchi State Governor, His Excellency, Senator Bala Mohammed, who alleged that “over N1trilion federal government’s Social Investment Programme (SIP) has been siphoned by public and political office holders under president Muhammadu Buhari’s nose”.
The Governor, who further stated that “corruption has already crashed the Federal Government’s SIP programme to its knees, challenged the FG to adopt the system of empowerment his administration is doing in Bauchi state”.
The above statement was made at the launch of the Kaura Economic Empowerment Programme (KEEP), during which he was also quoted to have declared, amongst others, that “today, the social investment programme has collapsed and nobody is getting anything”.
The Ministry wishes to categorically affirm that the above unsubstantiated statements credited to the Bauchi State Governor are manifestly false, and have absolutely no bearing to the realities on ground.
The Federal Government’s National Social Investment Programme (NSIP) launched by His Excellency, President Muhammadu Buhari in 2016 and currently being supervised by the Ministry of Humanitarian Affairs, Disaster Management and Social Development is very much alive functional, dynamic and increasingly expanding to reach and continue to make a significant positive difference in the lives of even more poor and vulnerable households and beneficiaries nationwide, including Bauchi State. To claim otherwise will not be in tune with the realities on the implementation of the NSIP in his state, in particular, as regularly being reported in both the traditional and new media outlets.
By way of emphasis, the National Social Investment Programme (NSIP), though a Federal Government funded intervention, is strictly being implemented by state government appointed officials and indigenes, who are working tirelessly alongside the NSIP team at the national level to deliver the inherent benefits of the various programmes to the poor and vulnerable persons in their respective states, in line with the good intentions of Mr. President to lift 100 million Nigerians out of poverty by the year 2030. The head of the State NSIP implementation team is a Focal Person directly appointed by His Excellency, the Governor.
The entire beneficiaries and participants across all programmes (clusters) are bona fide indigenes of the state, just as payments to participants and beneficiaries are also made directly into their individual accounts.
For instance:
a) On the National Home-Grown School Feeding Programme (NHGSFP), all payments made to cooks, who are all employed and appointed by the state government, are effected through their individual accounts. Similarly, the food materials aggregators are directly engaged and introduced to the Ministry by His Excellency, the Governor, and are also directly paid through their respective company accounts. In Bauchi State, there are 3,357 (three thousand, three hundred and fifty – seven) Primary schools with 444,099 (four hundred and forty – four thousand, and ninety- nine) pupils, 7,538 (seven thousand, five hundred and thirty – eight) cooks, and 12 (twelve) Food aggregators on the National Home-Grown School Feeding Programme.

b) Payments for N-Power beneficiaries, all indigenes of the State, are also made directly into their respective accounts. These N-Power volunteers are attached to schools, healthcare centres and ADPs across the state. Under Batch A, there were 4,837 (four thousand, eight hundred and thirty – seven) graduate beneficiaries, Batch B had 8,041 (eight thousand, and forty – one) graduate beneficiaries, 1,667 (one thousand, six hundred and sixty – seven) N-Build non-graduate beneficiaries, and 339 (three hundred and thirty – nine) N-Knowledge beneficiaries. Currently, under the Batch C1, there are 14,535 (fourteen thousand, five hundred and thirty – five) graduate beneficiaries, 629 (six hundred and twenty – nine) N-Knowledge beneficiaries, 301 (three hundred and one) Mobile Money Agents and 175 (one hundred and seventy – five) Phone Repairs Technicians participating in Bauchi State.

c) Under the Government Enterprise and Empowerment Programme (GEEP), all beneficiaries receive the proceeds of their interest-free and collateral-free soft loans directly into their respective accounts. In Bauchi State, the GEEP 2.0 has already registered a total of 37,907 (thirty – seven thousand, nine hundred and seven) from all the 20 (twenty) LGAs to participate under the MarketMoni, TraderMoni and FarmerMoni products.

d) On the Conditional Cash Transfer (CCT) cluster, the poor and vulnerable households are all identified and enrolled into the National Social Register (NSR) through an independent Community Based Targeting (CBT) strategy in each state. The NSR is generated from individual state social registers, which are domiciled at the State Ministry of Planning, including that of Bauchi State. From this NSR, the Conditional Cash Transfer beneficiaries are selected and enrolled into a National Beneficiary Register (NBR), which is used to make payments of N5,000 (five thousand Naira) monthly grants over a 2-year period. In Bauchi State, there are 75,110 (seventy – five thousand, one hundred and ten) poor and vulnerable households in the NSR, made up of 401,395 (four hundred and one thousand, three hundred and ninety – five) individuals, from which a total of 99,957 (ninety – nine thousand, nine hundred and fifty – seven) from all the 20 (twenty) LGAs are in the National Beneficiary Register (NBR) and are currently receiving monthly payments up to date.

e) Grant for Rural Women is a special project approved by Mr President aimed to empower rural poor and vulnerable women through an advance of a one off grant of N20,000 (twenty thousand Naira) to Rural Women with emphasis on engendering financial inclusion and, most specifically, developing and enhancing rural informal enterprises. In Bauchi State, a total of 8,671 (eight thousand, six hundred and seventy – one) women, all indigenes of Bauchi State benefitted.

f) Engagement of community-based Independent Monitors (IMs), who are all indigenes of the State, are deliberately deployed to ensure effective implementation of the NSIP as designed. In Bauchi State, a total of 268 (two hundred and sixty – eight) IMs from all the 20 LGAs have been engaged, deployed and are regularly being paid the monthly N30,000 (thirty thousand Naira) stipend directly into their personal accounts.

g) The Science Technology Engineering and Mathematics (STEM) centers with requisite IT tools and equipment were established in selected public science and technical secondary schools to strategically engender and promote the study of science, engineering and technology, along with building the IT skills of students. In Bauchi State, 13 (thirteen) such adequately equipped STEM centres are currently functional, with 3 (three) fully trained STEM teachers in each of the schools.

h) The Alternate School Programme (ASP) that targets to reach 1,000,000 (one million) Out Of School Children (OOSC) nationwide in 2022, as approved by Mr. President, is currently being implemented. Bauchi State is fully captured, like all other States Nationwide.
The above verifiable statistics serve as ample and credible evidence that the NSIP is fully operational and functional across Nigeria, including Bauchi State.

It is pertinent to stress at this point that poverty knows no pollical affiliation. The Ministry, therefore, wishes to congratulate His Excellency, the Bauchi State Governor, on the recent launch of the Kaura Economic Empowerment Programme (KEEP) and also welcome him on board to join it in the onerous fight against poverty in Nigeria, and in Bauchi State in particular.

God bless Nigeria.

FGN LIFTS SUSPENSION OF TWITTER OPERATIONS

0

PRESS RELEASE

The Federal Government of Nigeria (FGN) directs me to inform the public that President Muhammadu Buhari, GCFR, has approved the lifting of the suspension of Twitter operation in Nigeria effective from 12am tonight, 13th January 2022. The approval was given following a memo written to the President by the Honourable Minister of Communications and Digital Economy, Prof Isa Ali Ibrahim. In the Memo, the Minister updates and requests the President’s approval for the lifting based on the Technical Committee Nigeria-Twitter Engagement’s recommendation. 2. You may recall that on 5th June 2021, the FGN suspended the operation of Twitter through an announcement made by the Honourable Minister of Information and Culture, Alh Lai Mohammed. Thereafter, the President constituted a seven-man Presidential Committee to engage Twitter Inc. Subsequently, in its wisdom, the Presidential Committee set a 20-member Technical Committee comprising all relevant government agencies. The Technical Committee engaged and worked directly with the Twitter team. 3. The immediate and remote cause of the suspension was the unceasing use of the platform by some unscrupulous elements for subversive purposes and criminal activities, propagating fake news, and polarising Nigerians along tribal and religious lines, among others. These issues bordering on National Security, Cohesion and the effects of the abuse of the Twitter platform forced the FGN to suspend the operation of Twitter to address the direct and collateral issues around its operations in Nigeria. 4. The new global reality is that digital platforms and their operators wield enormous influence over the fabric of our society, social interaction and economic choices. These platforms can be used as either a tool or a weapon. Every nation is grappling with how to balance its usage efficiently. Without balancing, every citizen’s security, privacy, social well-being, and development are at stake. Therefore, our action is a deliberate attempt to recalibrate our relationship with Twitter to achieve the maximum mutual benefits for our nation without jeopardising the justified interests of the Company. Our engagement has been very respectful, cordial, and successful. 5. The process of resolving this impasse between the FGN and Twitter Inc. has helped lay a foundation for a mutually beneficial future with endless possibilities. Twitter is a platform of choice for many Nigerians ranging from young innovators to public sector officials who find it helpful to engage their audience. Therefore, our engagement will help Twitter improve and develop more business models to cover a broader area in Nigeria. Furthermore, the FGN looks forward to providing a conducive environment for Twitter and other global tech companies to achieve their potential and be sustainably profitable in Nigeria. 6. While appreciating all Nigerians, especially the vibrant Nigerian youths who have borne with the long wait to resolve this impasse, the FGN is happy to say that the gains made from this shared national sacrifice are immeasurable. Some of the gains include: a) Ongoing economic and training opportunities as the Company continues to consider expanding its presence in Nigeria; b) Getting a better understanding of how to use the Twitter platform effectively to improve businesses; c) Revenue generation from the operation of Twitter in Nigeria; d) Smooth and coordinated relationship between Nigerian Government and Twitter leading to mutual trust; e) Reduction of cybercriminal activities such as terrorism, cyberstalking, hate speech, etc.; and f) Working with Twitter and other global companies to build an acceptable code of conduct following the global best practice.

7. The FGN has asked Twitter to fulfil some conditions before restoring its services. These conditions addressed legal registration of operations, taxation, and managing prohibited publication in line with Nigerian laws. Twitter has agreed to meet all the conditions set by the FGN. Consequently, the FGN and Twitter have decided on an execution timeline, which has started this week. Our engagement with Twitter opens a new chapter in global digital diplomacy and sets a new operational template for Twitter to come back stronger for the benefit of Nigerians. The following are the resolutions agreed with Twitter. Inc.: i. Twitter has committed to establishing a legal entity in Nigeria during the first quarter of 2022. The legal entity will register with the Corporate Affairs Commission (CAC). The establishment of the entity is Twitter’s first step in demonstrating its long-term commitment to Nigeria. ii. Twitter has agreed to appoint a designated country representative to interface with Nigerian authorities. The Global Public Policy team is also directly available through a dedicated communication channel. iii. Twitter has agreed to comply with applicable tax obligations on its operations under Nigerian law. iv. Twitter has agreed to enrol Nigeria in its Partner Support and Law Enforcement Portals. The Partner Support Portal provides a direct channel for government officials and Twitter staff to manage prohibited content that violates Twitter community rules. At the same time, the Law Enforcement Portal provides a channel for the law enforcement agencies to submit a report with a legal justification where it suspects that content violates Nigerian Laws. Taken together, these represent a comprehensive compliance apparatus. v. Twitter has agreed to act with a respectful acknowledgement of Nigerian laws and the national culture and history on which such legislation has been built and work with the FGN and the broader industry to develop

a Code of Conduct in line with global best practices, applicable in almost all developed countries. 8. Therefore, the FGN lifts the suspension of the Twitter operations in Nigeria from midnight of 13th January 2022. We encourage all users of the Twitter platform to maintain ethical behaviour and refrain from promoting divisive, dangerous, and distasteful information on the platform. As patriotic citizens, we need to be mindful that anything illegal offline is also illegal online and that committing a crime using a Nigerian Internet Protocol (IP) is synonymous with committing a crime within our jurisdiction. 9. Considering Twitter’s influence on our democracy, our economy, and the very fabric of our corporate existence as a Nation, our priority is to adapt, not ban, Twitter. The FGN is committed to working with Twitter to do anything possible to help Nigerians align and navigate Twitter algorithmic design to realise its potentials while avoiding its perils. 10. In his approval, the President appreciates the Presidential Committee led by the Honourable Minister of Information and Culture, Alh Lai Mohammed, for the supervisory role and guidance given to the Technical Committee during the engagement. Similarly, the Presidential Committee commends the Technical Committee for a professional, robust and productive engagement with Twitter Inc. It also appreciates Government Regulatory Agencies and Internet Service Providers who implemented the FGN’s directives during the suspension.

The NCPC boss stated that the Commission would ensure that the 2021 main pilgrimage exercise would experience a hitch free operation.

NITDA UNVEILS NDPR COMPLIANT VISITOR’S BOOKLET

0

The National Information Technology Development Agency, NITDA, is leading by example for being the first agency of government in Nigeria to implement a major aspect of the Nigeria Data Protection Regulation, NDPR provision by launching the NDPR compliant visitor’s book today in Abuja.

The launching of the booklet was performed by the Director General of the Agency, Kashifu Inuwa, CCIE, shortly after the agency’s first staff meeting of the year 2022 was concluded with all staff in attendance either physically or virtually, for those outside the headquarters on official assignments, zonal offices or on leave.

According to Inuwa; “NITDA is statutorily mandated by the NITDA Act of 2007 to, inter alia; develop regulations for electronic governance and monitor the use of electronic data interchange and other forms of electronic communication transactions as an alternative to paper-based methods in government, commerce, education, the private and public sectors, labour and other fields, where the use of electronic communication may improve the exchange of data and information.”

He said; “recognizing that many public and private bodies have migrated their respective businesses and other information systems online, information solutions in both the private and public sectors now drive service delivery in the country through digital systems. These information systems have thus become critical information infrastructure that must be safeguarded, regulated, and protected against atrocious breaches.”

“Data protection applies to all transactions intended for the processing of Personal Data, notwithstanding how the data processing is being conducted or intended to be conducted in respect of natural persons in Nigeria’’, the Director-General said during the unveiling.

He stated that organisations in Nigeria were caught scrambling to comply with the NDPR when it was launched in 2019. “Most organisations especially Small and Medium Businesses (SMB) are finding it difficult to comply with some of the basic requirements of the regulation due to financial constraints,” he added.

NITDA Director-General disclosed that a recent study has revealed that many Nigeria public institutions and small business owners are still confused by the rules around data protection and privacy regulations. “Disturbingly, out of 30 surveyed, 100% confirmed their paper visitors’ books are not confidential and do not protect the visitors’ personal data. Another 98% admitted they do not dispose of paper visitor books securely and confidentially – leaving the personal data of millions of employees and customers at risk,’’ he added.

He categorically explained that when putting NDPR procedures in place, it’s very likely that many organisations did so with one big misconception that the new law only affects data collected online. The NDPR is technology-agnostic. It applies to all acts of personal data collection and processing, no matter how and where it takes place, visitor data, employee personal data, etc.

Inuwa submitted that the Data Services Protection Limited (DSPL) patented visitor’s book was selected amongst the most innovative NDPR product at 2021 Privacy Week organised by NITDA. The visitor’s book pages are duplicates and works by making personal data details on the visitor’s book invisible on the first page while capturing the data on the duplicate page. This basic but ingenious visitor’s book is cheap in comparison with the expensive digital visitor’s management solutions.

He, however, noted that the visitor’s book is an addition to the processes of computing the visitor’s data electronically.

Among the highlights of the staff meeting was the presentation of a plaque of recognition to the staff of the quarter Mr. Peter Chucks Emapo, a staff of the e-Government Training Center, Kubwa, Abuja, by the Director-General.
