PRESS STATEMENT

Pursuant to its digital skills empowerment drive, the Federal Government of Nigeria, today Tuesday 15th February 2022 commissioned the Muhammadu Buhari IT Innovation Centre in katsina state, Northwest Nigeria.

Commissioning the fully completed project on behalf of the President, the Honourable Minister of Communications and Digital Economy, Professor Isa Ali Ibrahim (Pantami) noted that the centre was established to empower the youths with the requisite digital skills, drive innovation and challenge creativity as part of the economic digitalisation agenda of the Federal Government. โ€œThere is a paradigm shift globally with emphasis on proven skills over certificates, there is also the need to diversify away from natural resources like oil and gas and Nigeria is no exception in the quest for digital capacities in the fourth industrial revolution. It is because of this we feel the necessity to establish innovation centres in at least every geopolitical zone in the country, identify existing talent, support and provide the enabling environment and mentorship so that in the next few decades, Nigeria can boast of its own Bill Gates and Jeff Bezos.

Speaking further, Professor Pantami noted that the leading economies in the world today are innovation – driven and with the commitment of the present administration to digitalise the Nigerian economy, the inherent potential Nigeria is abundantly blessed with, it is achievable.

Present at the commissioning were the Katsina State governor His Excellency, Rt Honourable Amina Bello Masari, members of the Stateโ€™s Executive Council, The Director General of NITDA, Mallam Kashif Inuwa Abdullahi, Chairman Nigeria Communications Commission Governing Board, Professor Adeolu Akande and a host of top public and private sector officials.

Earlier, the Honourable Minister was at the Katsina State Talent Hunt Award Ceremony where prizes were awarded to deserving young innovators in various fields ranging from ICT to creativity in arts and entertainment.

Kogi state Governor, Yahaya Bello, on Tuesday, paid a visit to President Muhammad Buhari at the Aso villa in Abuja.

According to the chief press secretary to the Governor, Onogwu Mohammed, Bello and President Buhari had detailed discussions on politics and security.

“The Governor, in his usual concern for matters relating to governance, peace and security, was at the villa for progressive talks with the President. They shared ideas and also reached certain conclusions that I won’t want to disclose for confidentiality purposes,” he said to press.

The Governorโ€™s publicist stated that Bello applauded the Presidentโ€™s efforts in curbing insecurity in the North and other parts of the country , adding that the people of the zone will soon start reaping the dividends of those efforts.

Mohammed also noted that President Buhari, who wore a calm demeanour, received the Governor with joy.

Bello is one of the leading aspirants seeking to succeed President Muhammadu Buhari in 2023 and he has enjoyed support from various groups across the country.

Earlier in January, no fewer than 600 women groups, drawn from different parts of the country, converged in Abuja for a solidarity walk calling for Governor Bello to run for presidential election.

The Honourable Minister of State, Ministry of Niger Delta Affairs, Senator Donald
Omotayo Alasoadura has said that the Ministry is making relentless efforts in
collaborating with Central Bank of Nigeria (CBN) through First Bank on Agricultural
Revolution Initiative in the Niger Delta region.
He said this in an interview session with the Ministers Platform recently held in Abuja.
According to him, โ€œagriculture is a veritable area that is to be tapped into in the Niger
Delta regionโ€ adding that First Bank is ready to give as much as N50billion grant to
develop agriculture especially in the area of low land rice cultivation and fishery. He
made this assertion with the promise that the region can produce rice that can feed
Nigeria as a whole. โ€œI believe that when this comes through, the Niger Delta area will
not be the same again as far as agriculture is concernedโ€.
He alluded that the Ministry has made notable efforts in the area of training and
empowerment of youths, women and artisans as over 1,500 participants were trained
and empowered last year with N500,000.00 given to each person as grant to start their
businesses or expand existing ones, assuring that 2022 training programmes would be
more elaborate.
Senator Alasoadura stated that the Ministryโ€™s master plan for the Niger Delta region is
tailored towards giving basic priorities and improving the Niger Delta holistically, from
education to agriculture, empowerment, electricity, housing, infrastructure, land
reclamation, health, construction of jetties and canalization, provision of available funds
for development, geared towards uplifting the living standard of the Niger Delta people.
In the area of environmental degradation and pollution caused by Hydrocarbon activities
such as gas flaring, crude oil exploration and oil spillage, Senator Omotayo commended
President Muhammadu Buhari for ensuring that the Ogoni water and sea pollution is
being addressed vigorously stating that โ€œthe Ministry is also partnering Ministries of
Environment and Petroleum Resources respectively in tackling the menace and
bringing lasting solution to the problemโ€.
He reiterated that the greatest legacy the present administration would be remembered
for, through the platform of the Ministry is the completion of the East West road and
through the efforts of the Ministry; N10billion from the 2021 Sovereign SUKUK
Insurance was secured for construction work on the East- West Road.
He further stated that the Ministry has been able to handle to a large extent
industrialization and economic challenges confronting the region by promoting the
welfare of the people and ensuring that peace and tranquility is maintained adding that

the Ministry ensures adequate intervention, consultation with the Traditional rulers,
major stakeholders, youths etc. to maintain peace and progress in the region.
The Ministry has also revamped various abandoned projects, located at various
communities in the 9 States of the Niger Delta region commissioned and handed over to
communities, institutions and so on to be used for their benefits. Such projects
according to the Alasoadura are: Skill acquisition centers, Niger Delta Development
Commission (NDDC) Headquarters, 66 flats Police residential quarters, amongst others.
Senator Alasoadura noted that the Ministry is coordinating to ensure that the 3% from
the Petroleum Industry Act (PIA) meant for the development of host communities in the
region is utilized judiciously for the communities to reap its benefits.
He therefore urged the youths and the people of the Niger Delta region to give the
government maximum support to succeed in all its endeavours towards the Niger Delta
region.

EUROPEAN UNION TO PARTNER WITH NIGERIAโ€™s DIGITAL ECONOMY

The European Union (EU) under its Gateway Initiative has disclosed plans to invest about Eight Hundred and Twenty Million Euros in the Nigerian Digital Economy sector over the next three years.

This disclosure was made today Monday, 14th February 2022 by the Executive Vice President of the Union Her Excellency, Margrethe Vestager during a working visit to the Honourable Minister of Communications and Digital Economy, Professor Isa Ali Ibrahim (Pantami) at the Digital Economy Complex in Abuja.

MrsVestager while extolling the exemplary leadership style of the Minister, noted that this, and the need for stronger partnerships has brought global attention to the countryโ€™s Digital Economy sector. She enumerated the Unionโ€™s intervention in the sector to include; Digital Infrastructure Investments, Digitalisation of Public Services, Digital Entreprenuership, Digital Skills and Digital Governance.

โ€œNigeria has immense potential for digitalization and  with a combination of One Hundred and Sixty Million Euros in grants and Six Hundred and Sixty Million Euros in loans, the European Union aims to comprehensively support Nigeriaโ€™s digitalization strategyโ€ she emphasized.

In his reponse, Professor Pantami while expressing his delight and appreciation for the intervention reiterated the Federal Governmentโ€™s willingness to partner with the European Union. โ€œAfrica has always looked up to Europe in the area of technological advancements and this partnership is a welcome development that will project the digitalization aspirations of our country. Professor Pantami was particular about digital entrepreneurship and the immense impact it will bring to bear on the nationโ€™s economy. โ€œThis partnership with regards to digital entrepreneurship, will address the challenge of unemployment and unemployability alongside the Nigeria Startup Bill which also aims to address a myriad of issues within the ecosystem.โ€ The Minister further informed the delegation that Nigeria hopes to achieve the paperless office by the year 2030 and it is on track, taking into cognizance the rate at which public institutions are embracing the digital economy drive.

The Europen Union intervention is in alignment with the Nigeria Digital Economy Policy and Strategy (NDEPS), a digital roadmap initiated and championed by Professor Pantami towards the economic digitalization drive of President MuhammaduBuhari (GCFR).

East West Road: Akpabio Secures N10.4bn Funding From Sovereign Sukuk Issuance

Minister, Niger Delta Affairs Ministry, Senator Godswill Akpabio has secured the sum of N10.4bn for the completion of construction work on the East- West Road, from the 2021 Sovereign Sukuk Issuance.

In his remarks before he was presented with the cheque by the Minister of Finance, Budget and National Planning, Dr. (Mrs) Zainab Shamsuna Ahmed, in Abuja, Akpabio, who spoke through his Permanent Secretary, Dr Ardo Babayo, thanked his Finance counterpart for her support for the Ministry and by extension, the Niger Delta Region.

According to him, โ€œlet me acknowledge the support and effort of the Hon Minister of Finance, Budget and National Planning, for the Ministry of Niger Delta Affairs and the people of the region. The Eleme Junction to Onne, a 15-kilometer section of the East- West was abandoned because of lack of funds and that was why we went to Sukuk through the Ministry.

” We also recall that during the 2021 budget presentation, it was agreed that the Ministry of Niger Delta Affairs will contribute the sum of N10bn from its meagre N19bn for capital projects, with the understanding that the Ministry of Finance would add N35bn and Niger Delta Development Commission (NDDC) N35bn, making N80bn for the completion and commissioning of that road by President Muhammadu Buhari this year 2022.”

โ€œBefore now, the Niger Delta Ministry had mobilised the RCC for necessary repairs on the collapsed portion of the road, as a stop gap measure, for easy vehicular and human movements. The Eleme Junction had to be redesigned to accommodate the Power Station that was not there when the road was contemplated in 2006,” he stressed.

Speaking further, the Minister said, “we are here today to collect the N10bn of that money from the Ministry of Finance, we are also waiting for the balance of N25bn, while the NDDC would remit its own support when its finance improves”

โ€œSometimes in October last year, there was a presidential directive that we transfer the road to the Ministry of Works and the Minister, Niger Delta Affairs, has commenced talks with his Works counterpart in that regard. Let me also appreciate the effort of the Debt Management Office (DMO). We hope that the outstanding sum of N65bn would be released in due course,โ€ he stated.

Speaking at the symbolic Cheque presentation ceremony for the 2021 Sovereign Sukuk Issuance, the Finance Minister, said,” today’s event of N250bn disbursement is the 4th in the circles since 2017 that the special funding for reconstruction, rehabilitation of roads and other key infrastructure as directed by President Buhari. I acknowledge the support of the various chambers of the National Assembly to the success of this event of today.”

President Muhammadu Buhari, GCFR, has approved the establishment of the Nigeria Data Protection Bureau (NDPB).

This followed a request made by the Honourable Minister of Communications and Digital Economy, Prof Isa Ali Ibrahim (Pantami). The NDPB has been established in line with global best practice and will focus on data protection and privacy for the country, among others.

The successful implementation of the National Digital Economy Policy and Strategy (NDEPS) for a Digital Nigeria has significantly increased the adoption of data platforms and accelerated the datafication of our society. This has increased the importance of having an institution that focuses on data protection and privacy.
Furthermore, the issuance of the Nigeria Data Protection Regulation (NDPR) in January 2019, as a subsidiary legislation to the National Information Technology Development Agency (NITDA) Act 2007, has increased awareness about the need for data protection and privacy.

The Bureau will be responsible for consolidating the gains of the NDPR and supporting the process for the development of a primary legislation for data protection and privacy.


President Buhari also approves the recommendation of the Minister of Communications and Digital Economy, Professor Pantami, for Dr. Vincent Olatunji to serve as the National Commissioner/Chief Executive Officer of the Bureau.

Dr. Olatunji hails from Ekiti State and, at the time of his appointment, was the Director of the eGovernment Development and Regulations Department at NITDA. The appointment takes effect immediately.

The Management of Federal Medical Centre, Keffi, wishes to bring to the notice of the general public of the presence of ten (10) number unclaimed/ unidentified corpses brought in by officers of the Nigerian Police Force and Federal Road Safety Corp (FRSC) to the centre at various dates, between 2018, 2019, 2020 still lying at the Centre’s Mortuary, thereby, exceeding the time limit of six (6) months as permitted by law.

On this note therefore, the centre is requesting that the morgue is hereby, accessible to the members of the public who lost their loved ones (missing) between the periods indicated herein. You may please, visit this hospital for possible identification.

Meanwhile, going by this notification, it is expected that after two (2) weeks from the date of this publication, the centre will be left with no option other than to give the said corpses mass burial.
