NBC WARNS AGAINST UNWHOLESOME FREE SATELLITE TRANSMISSION

The Commission has monitored in recent time the transmission of Free-To-Air satellite signals with unwholesome content into the Country. Some of these channels seek to threaten our Core values and deliberately seek to undermine our unity and peace, as a country.

It has, therefore, become expedient to remind all broadcasters or operators and users of satellite broadcasting in Nigeria of the provisions of the Nigeria Broadcasting Code and the Act which are the grand laws for broadcasting in Nigeria.

Section (2) of the National Broadcasting Commission Act CAP N11, Laws of the Federation of Nigeria, 2004, states, “No person shall operate or use any apparatus or premises for the transmission of sound or vision by cable, television, radio, satellite or any other medium of broadcast from anywhere in Nigeria except under and in accordance with the provisions of this act.”

In view of this, all broadcasters transmitting Free-To-Air satellite services MUSTencrypt all broadcasting signals on their platform.

We also wish to request all Pay TV channels to observe the rules on Decency of broadcast Content. Many Pay TV channels, especially, carry very vulgar, indecent and obscene contents. Broadcasters must take cognizance of the Code provisions on Watershed.

The Commission warns that unclassified, vulgar and obscene musical videos will not be tolerated, henceforth.

The Commission wishes to state that, “The Broadcaster has an obligation to ensure that musical works are suitable for broadcasting before putting them on air.”

Finally, the Commission appreciates the efforts of Broadcasting Stations for the in-depth coverage of the Covid-19 pandemic, so far, and urges all Broadcasters to continue to provide efficient, professional and comprehensive service to the people based on National objectives and aspirations.

BROADCAST RIGHTS AND NEW AMENDMENTS

The Board of the National Broadcasting Commission acknowledges the efforts of Management and industry Stakeholders, who spent time to come up with new amendments in the administration of the Broadcast Industry especially with the issues of Broadcast Rights, in the 6th edition of the Nigeria Broadcasting Code. 

While acknowledging all the efforts of Management and other Stakeholders in reaching a consensus, it has become obvious that more voices need to be heard, and a few other Stakeholders who have ventilated their opinion to be given adequate audience.

The Board would further study the new amendments and will reconvene next week in its attempt to respond to, and smoothen the rough edges of the new amendments.

FRSC INITIATES IMMEDIATE SANCTIONS ON PATROL TEAM INVOLVED IN THE TRENDING VIDEO WITH A MOTORIST DURING ENFORCEMENT OF STAY AT HOME ORDER

The attention of the Federal Road Safety Corps has been adequately drawn to a video currently dominating the social media sphere about a motorist who had an encounter with FRSC Personnel in the course of carrying out the ongoing enforcement of Presidential/National directive on ‘ Stay At Home’.

After a careful study and analysis of the video and what transpired in it, the Corps wishes to inform the public that the following proactive measures have been taken;

1. That the Corps Marshal, Dr Boboye Oyeyemi has ordered the immediate withdrawal of the entire FRSC Team involved in the unprofessional and uncivil act.

2. That the action of the Officers involved in that episode is completely contrary to the Core Values and Operational Ethics of the Corps and the Corps frowns at it .

3. That the Corps Marshal has directed that the entire team be queried and sanctioned in accordance with FRSC relevant regulations on discipline.

The public is therefore called to remain calm and comply with all directives on stay at home and social distance and ensure that they cooperate with security operatives detailed to enforce the Presidential Orders.

DECRYPTION OF LOCAL CHANNELS ON PAY TV PLATFORM

A Press Statement by the National Broadcasting Commission

The National Broadcasting Commission calls on all Pay Subscription
Broadcasters (GOTv, DSTV, NTA Startimes, FreeTv Platform, etc) in
Nigeria to decrypt all local channels on their bouquet to enable
subscribers to their services in Nigeria access, without hindrances,
daily reports and directives on the Corona virus pandemic.
The decryption is to last for one month, in the first instance. Further
directives on this shall be issued by the Commission after detailed
assessments of subsequent development.

The NBC had earlier requested broadcast stations to ensure timely
basic information and updates on the subject matter.
Daily broadcast monitoring reports so far indicates that broadcast
stations across the country have been giving detailed reportage on
the campaign for awareness on Corona Virus.
However, the Commission notes with dismay that a few broadcasters
aired unsubstantiated news and names of persons purportedly
infected by the virus without required professional authentication.

Broadcasters are further mandated to allot, at least, 10% of their
daily airtime to public enlightenment on the virus, in line with
National interest and Social Responsibility, as enshrined in the
Nigeria Broadcasting Code.
The Commission commends broadcasters that have remained
steadfast and displayed professionalism this period.

COVID-19 PANDEMIC: FRSC ARRESTS 144 FOR OVERLOADING OF PASSENGERS, ORDERS ALL PUBLIC TRANSPORT OPERATORS TO USE PASSENGERS MANIFEST, ACTIVATE PRECAUTIONARY MEASURES

Pursuant to the need to mitigate the spread of corona virus amongst passengers, the Federal Road Safety Corps has arrested a total of 144 offenders for overloading of vehicles in persons, ordered all categories of transporters to ensure full compliance with the provisions of Regulation 108 (1) of the National Road Traffic Regulation 2012 on compulsory passenger manifest; and directed all public transport operators to imbibe necessary precautionary measures in their parks and terminals as failure to adhere strictly to this order will attract the necessary sanctions.

In a statement issued by the Corps Public Education Officer, Bisi Kazeem, he said that the Corps Marshal, Dr Boboye Oyeyemi who gave the order stated that the Corps observed that despite the palpable spread of the virus, public transport operators continued to board passengers to full capacity without consideration to social distancing, passenger manifest and seat spacing of passengers. This unhealthy behaviour if not put to check on time, has the potentials to fuel the spread of the virus.

He emphatically noted that all passengers travelling; not only during the epidemic regime but at all times, have the statutory obligation to write down their full information in the passenger manifest before commencement of the trip. He noted that putting down details of passengers on a manifest is a mandatory and acceptable practice all over the world, that the document contains basic information including contacts of next of kin of all the passengers travelling in the vehicle for ease of identification and contact in the case of any eventuality.

The emphasis on the need for compulsory adherence to the NRTR 2012 provision is to make sure that details of all passengers conveyed in each vehicle are adequately collected so as to arrest further spread of the virus per chance any of the passengers is tested positive even after the trip. He warned passengers to comply by filling the passenger manifest before their journey commences as any transporter who violates this order will be made to face the wrath of the law when apprehended.

On overloading, the Corps Public Education Officer stated that the figures of the arrests was drawn from 16 states with the highest number of arrests recorded in the Federal Capital Territory where a total of 52 overloaded vehicles were impounded while Lagos State followed suite with a total of 17 arrests.

He gave the list of states where more than 5 arrests were made as Plateau 14, Delta 13, Benue 9, Adamawa 6, and Katsina with a total of 6 arrests. While Nasarawa and Ogun State recorded 5 arrests each, Niger and Kwara recorded 4 each, Osun 3, Rivers and Akwa Ibom had 2 each with Zamfara and Enugu recording the lowest arrest of 1 per state.

You would recall that in the earlier caution on overloading of vehicles issued by the Corps, the spokesperson noted that the essence is to maintain social distance amongst passengers in vehicles as a panacea to mitigating the spread of the deadly virus.

To this end, Kazeem said that the Corps Marshal, has ordered all pubic transporters to ensure full compliance with the following key precautionary measures amidst the dreaded COVID-19 pandemic. The directives read as follows:

All public transport operators to sanitise their parks/terminals regularly (at least before and after each trip) with emphasis on objects and areas that people frequently come in contact with such as rails, grab handles and seats;

Provide hand washing points with running water, hand wash equipments, detergent and alcohol based sanitiser;
Maintain reasonable social distancing on seating arrangements for waiting passengers in their parks and terminals;

Provide temperature readers and test all passengers before boarding and alcohol based sanitisers in their vehicles for the use of all occupants including drivers and conductors.

Other directives are as follows;
All public transport operators are to clean surfaces and things people mostly come in contact with such as-vehicle door handles, key fob, steering wheel, dashboard, door buttons, seatbelts, gear shifters, touch screen, etc before and after each trip;

Passengers must sanitise themselves before boarding and all drivers and conductors to wear hand gloves and nose masks while on transit.

Oyeyemi also directed that no passenger should be allowed to stand in all mass transit buses as well as no use of air conditioning system in all public transport vehicles. 

All public transport operators must strictly observe adequate spacing of passengers as crowding or overloading of vehicles will not be tolerated.

While encouraging all passengers to maintain a clean and healthy habit by washing their hands with soap before and after each trip, the Corps Marshal called on road users to report any public transport operator that fails to comply with any of these guidelines to the Federal Road Safety Corps Command nearest to them, or call the following numbers: 0800CALLFRSC or Toll free number 122 or National Traffic Radio live lines 09067000015, 08052998090. 
Clearly stating the name of the Operator, location of park/ terminal, vehicle registration number (as applicable), date and time.

Accordingly, he reassured motorists that the Federal Road Safety Corps believes that Nigeria will definitely overcome this trying period soonest, especially when we come together as a single force to adhere to the basic health and safety rules as postulated by relevant health authorities.

NCPC BOSS ASSURES SERVICE PROVIDERS OF TRANSPARENCY

The Director in Charge of the Nigeria Christian Pilgrim Commission, Mrs. Esther Kwaghe has assured service providers for the 2020 Pilgrimage exercise that the Commission would be transparent and honest in selecting service providers for this year’s Pilgrimage.

She disclosed this today been 16th March 2020 at the Headquarters of the Nigeria Christian Pilgrim Commission during the 2020 Bid Opening for Ground Handlers and Air Carriers for this year’s Pilgrimage Operations to Israel and Rome.

In the words of the NCPC boss, “We are willing to do what is right and only what is right will set us free as enshrined in our ground norm’.

Mrs. Kwaghe stressed that the Bid Opening exercise was a very important activity of the Commission. She described it as a ‘starting point for the 2020 Pilgrimage exercise’ which would enable the Commission to get the needed approval early enough for the smooth running of this year’s operation.

She further reiterated that the 2020 Bid Opening exercise for Ground Handlers and Air Carriers was in line with the 2007 Public Procurement Act.

She assured the service providers and stakeholders that the outcome of the Bid Opening exercise would be acceptable by all as the Commission would involve other stakeholders in the evaluation process.

The Director in Charge urged the Ground Handlers and Air Carriers to continue to support and advance the cause of Christian Pilgrimage, ‘describing them as partners in the Pilgrimage project’.

About six Ground Handlers and three Air Carriers participated in the Bid Opening exercise.

In attendance were observers from the Civil Society Organizations as well as officials of the Bureau of Public Procurement.

NCPC  considers suspension of Easter pilgrimage due to Covid-19

The Nigerian Christian Pilgrims Commission (NCPC) said it is considering postponing the Easter pilgrimage exercise to Israel due to the coronavirus disease spreading across countries. 

The NCPC made the consideration in Abuja, during the Board and Management retreat, aimed at discussing the operations of the Commission in 2020.

Mr Yomi Kasali, Chairman, NCPC, said that the commission is being proactive to consider the Easter operation due to the coronavirus and the commission is monitoring actively event around the holy lands. 

”As a matter of fact, we have suspended Easter pilgrimage exercise and a communique on the suspension would be issued, it has nothing to do with faith, we have to flow with the nation. 

”The situation is beyond us and the president has to give us directives as well, we must do things for the interests of Nigerians only.

”For instance Israel is on lock down, if the country we are visiting is on lock down, what can we do? We have to hold on till things improves.

”If Isael says don’t come due to the coronavirus disease, it doesn’t make sense that we start taking our people there. But we will continue to monitor situations and outcomes would be communicated,” he added.

After a keenly contested election, Rev. Reuben Okala, a veteran broadcaster and former NTA Ace Reporter outshone 2 other contestants to win the election of the body of all gospel musicians.
Speaking at the occasion, the national President of FOGMMON, Prince Asu Ekiye urged the new exco led by Rev. Reuben Okala to ensure unity of all gospel musicians in the federal capital.
Asu was optimistic that Rev. Reuben Okala led EXCO will performed excellently have proven himself in other duties given to him before now by the fellowship.
Prince EKIYE called on the federal government to support gospel musicians in their quest to impact spirituality and morality in the society.
